It was expected that the new Millennium brings Europe a new exhilaration and several improvements. The required studies were initiated for the institutional reforms brought by Nice Agreement. In order to close the democratic deficit, The Charter of Fundamental Rights getting together the basic rights and liberties of individuals living in the EU geography as a catalogue, was accepted even though it was not binding.
